You will then use a downloadable converter tool to extract Liberty City from GTA 4. The tool will create a custom single player DLC pack which you can patch into GTA 5.
Even though the mod is designed to work with episodes from Liberty City, you cannot drive on the streets in a multiplayer setting. Rockstar, the maker of GTA, doesn’t allow permit mods in GTA Online. In fact, there’s every probability that you might get a ban if you try hitting the streets in multiplayer.
